Enedina Arellano Félix was a Mexican accountant and narcotrafficker of the Tijuana cartel, and is often said to be the brains behind her brothers’ organization. Enedina Arellano Félix de Toledo was born April 12, 1961 is a Mexican drug lord who, alongside her brothers, founded the Tijuana Cartel and played a role as a logistical accountant for the criminal organization.

Throughout most of the 1990s, the Tijuana Cartel was headed by her six brothers, while Enedina advised and helped them in money laundering and financial administration. But after the fall of a financial mastermind in the cartel in the year 2000, Enedina took up the position. She first started working behind the scenes as a money launderer for the Tijuana Cartel but then ended up leading the cartel after the arrest of her brother Eduardo Arellano Félix in 2008.

Since most of her brothers are either incarcerated or deceased, Enedina has managed the financial aspect of the organization, overseen alliances, and taken the lead of the Tijuana Cartel alongside Luis Fernando (before his capture in 2014). Her historical contacts with drug suppliers in Colombia managed to keep the organization afloat.

Enedina wanted her brother Benjamín Arellano Félix to take their organization out of Miguel Ángel Félix Gallardo’s shadow by securing their own supply of cocaine in order to sell it in the form of crack. However, all her ideas were turned down by Benjamín who didn’t want to get on the wrong side of Félix Gallardo.

Enedina insisted her brother to talk to Félix Gallardo about Héctor Palma Salazar moving 30% of his cocaine using the infrastructure constructed by the Arellano Félix family. Félix imposed a tax on Sinaloan shipments through, forcing Palma to withdraw his cocaine from Tijuana. Palma covertly began moving cocaine into San Diego through a tunnel constructed by Chapo Guzmán. The DEA leaked evidence of the tunnel to the Arellano Félix family, and her brother Ramón destroyed the tunnel, nearly killing Chapo. This led to a bitter war between the Sinaloa and the Tijuana plazas. The conflict was brought to an end after Benjamín, under Enedina’s advice, had veteran Sinaloan smuggler Cochiloco killed when the latter arrived in Tijuana to make amends with the brothers.

Meanwhile, Enedina and socialite Isabella Bautista started their own drug smuggling operation using female Mexican workers in the United States as drug mules. Bautista introduced her to cocaine source: Orlando Henao Montoya, the leader of the Norte del Valle cartel in Colombia. Despite their partnership being a major success, Enedina terminated the alliance saying that her loyalty would always be with her family.

After the Sylmar warehouse bust, Enedina convinced her brothers to undercut Félix Gallardo and the Guadalajara cartel by directly sourcing their cocaine from the Cali cartel. Soon, Benjamín informed that he would be leaving the Guadalajara cartel.

Enedina Arellano Félix was born in Mazatlán, Sinaloa, on April 12, 1961, in a family of drug traffickers. In 1977, when she was sixteen, Enedina harbored her dream of becoming the queen of a carnival in Mazatlán, but she abandoned it after her two brothers, Ramón and Benjamín, were wanted by the United States and the Mexican government. During that time, her older brothers were working for Miguel Ángel Félix Gallardo, who would eventually give them the drug corridor in Tijuana, Baja California.
